Your account limits are too low. Go to EC2 > Limits and search for "All G Spot Instance Requests" (or simply type "spot" and choose from the list). Then click "Request limit increase" and fill the form, specifying how many vCPUs in total you're planning to run. One g4dn.xlarge = 4 vCPUs. It takes a couple of hours for AWS to increase your limits.
