You can only mine if you've got high enough "Service Quotas" for G or P spot instances in the regions where you're setting up the templates. Also you can go to the Auto Scaling Group that was created by the template and check the Activity tab to find out why no instances are starting up. I'd guess it's because of insufficient quotas, in which case you'll need to request an increase.
