Why would you use p2.xlarge?! That's the least efficient one! To find out why they don't start go to the Auto Scaling Groups dashboard, select the miner ASG and check the Events tab - it will tell you why the instances are not starting. Probably there's not enough capacity in the region, or the max price is too low, or something like that.
