Hi Juan, the auto-scaling group will keep trying to launch new instances every couple of minutes and will keep failing until your quota is approved and until there's a capacity in the region. So no, it won't get deactivated, it will keep trying forever. But it won't cost you anything while it's trying.

With that "wait a day or two" I meant to say that it may take a while before the region spot capacity becomes available again. Leave the ASG active and check from time to time to see if it managed to start some new instances, that's all. Just be aware that it may take a long time at times. And not so long at other times.
